I thought since Gen 4 and 5's games are played on an NDS,and 3DS is a type of DS,can I?

Yes. You can play any Pokemon game for DS on a 3DS. Although unfortunately, it will not be 3D like games designed specifically for it. Solumni provided a list of almost all the Pokemon games compatible with 3DS, forgot X and Y >:D. Only Generation 4, 5 and 6.

But it should be noted that you can't play Game Boy games though, as only the DS Lite has a spot for the cartridges (DSi doesn't have it either D:). This means games that are Generation 3 and below, Ruby, Sapphire, Emerald, Fire Red, Leaf Green, Silver, Gold, Crystal, Blue, and Red cannot be played on a 3DS.

You can play ANY DS, DSi game and those family games on the 3DS. Not Game Boy Advanced and Game Boy Colour and what not.

You can't play them in 3D though. It was not programmed in the games when they came out.

As of Pokemon, to be exact RPG games Diamond, Pearl, Platinum, HeartGold, SoulSilver, Black, White, Black 2 and White 2 can be played on the games. Any other games of Gen IV and Gen V can be played. (Thought I should clarify. x3)

btw,how much is a 3DS?
It varies in different retailers and countries. but generally around $200 give or take 50. xD
