Nope, beside the swarm there is no other way without trading or PalPark. If you have a Lavitar in another version, you can trade/migrate it over to Platinum.
In sandgem town you have to go to your rivals house and talk to their sister. she will tell you there is a swarm of pokemon. if you talk to her again and she will tell you what pokemon and where to find it. hope this helped!
