Where can I find a Lucky Egg in R/S/E?

You can't. Lucky Eggs aren't available in Hoenn games, because Chansey doesn't appear in them, nor does any NPC hand one out.

You can only get a Lucky Egg in Gen III in Fire Red or Leaf Green, by encountering a wild Chansey, and they only have a 5% chance of holding a Lucky Egg when caught.

EDIT: I just realised Pickup, but Lucky Egg isn't an item available in Gen III via Pickup.
