Why does Ash' Pikachu learn Volt Tackle in the anime when it can't it the games?

The Anime is not a direct equivalence to the video game series. Ash's Pikachu learns Volt Tackle because in the anime episode May's Eggcellent Adventure, Pikachu could not fire off a Thunderbolt at Team Rocket because it could cause harm to Pokemon Eggs, so it was left with charging electricity without doing anything. When Ash commanded Pikachu to use Quick Attack, the charged electricity turned it into Volt Tackle.
