How can a pokemon have 5x weakness?

On Smogon.com, I read Parasect's page, it says that it has 5x weakness to fire. does that have to do with it's ability Dry Skin?. or is it something else?

Yeah, that's exactly right!

Parasect with the Dry Skin ability are even weaker to Fire-type attacks, and treats Sunny weather as a hazard. However, it absorbs Water-type attacks and is healed in Rain.

Of course, you avoid all of this complication by putting Effect Spore on it instead of Dry Skin, but really, why would you want to?
