If I breed a Rotom when it is, say, in Microwave form, will its progeny be a normal Rotom or a microwave one?

It will be in its Normal form. This is because its forms are interchangeable, so you can always change what form it is currently in anyway. The Normal form is the weakest of them all (stat-wise), and so is the basic form.
