Where is a good place to catch Garchomp in Pokemon X/Y?

The Gibles outside the powerplant have Takedown and are a bit low level. Anyone found somewhere better to catch them (or Garbites)?

Gible can only be find in Route 13. Sorry. :(
However, Gabite can be found in the Friend Safari. :D
