Can someone tell me EXACTLY how to get TM 71 Stone Edge?

It says it's in the Frost Cavern, but I swear I explored everywhere and haven't found it. Would somebody mind giving me a walkthrough?

To get TM71 stone edge you need to have access to waterfall, Strength and surf. It is located on the far south east side of the bridge. Here is a video to help :)
