Yes with evaisevness, a move that evades like fly, bounce, dive, or dig or if you are a ghost type or you are using protect or detect

...No and yes - pokemon is right with the evasion - they can aviod it. And like speed freak said, ghost types are protected ( in oter cases foresight will make it hit ).

The only ways to avoid explosion are:
Evade,Dive,Fly,Bounce.
You could use a female jumpluff with bounce sience(female) their acc. and evasion are higher than a boys and bounce will aviod it unless an opponent uses lock on.
