A wild Poliwag, you can get them in hordes at Pokemon village, I wanna have a Pokemon who barely outspeeds all Variations, and hen use swif swim and catch the one that outspeeds me x3
Without EVs the speed of a neutral level 25 Poliwag would be between 50-57 speed in accordance to IVs. With a positive nature, 62 speed would be the max.
