My Pikachu's static ability is not working,why?

Question

I'm capturing azelf and I need to paralyze it and ive made more than 30 quick attacks and its not getting paralyzed although there is a 30% chance

Azelf will only get paralyzed when it attacks Pikachu, not the other way around, and even then it must be a physical attack.

Comments

I don't think Azelf has any physical moves in it's moveset, so I don't think Static will take affect. Just sayin'. :3

if azelf doesn't come in direct contact (physical attach) than it won't get paralyzed. even if it does there is still a chance it won't
