I am not asking for a move set. I am just asking what a little cup moveset is. Thanks

A LC moveset is a moveset that applies to a stage 1 Pokemon such as Chimchar. Little cup is a Pokemon tier you can battle in using only stage one Pokemon. That big catch is that the Pokemon must all be level 5 so EVs need to be evenly distributed to ensure you are getting the most out of your stats. Items such as the Oran Berry are usually brilliant due to low HP and useful items in OU such as Leftovers are pretty much useless in LC.

^ the above is an example. As you can see the EVs are pretty odd but it is to make sure you are being as efficent as possible with the EVs. At level 5 Pokemon don't see much effect with EVs.
196 EVs brings Gastly to 19 SATK at lv 5. Putting 252 into SATk would be pointless because it stays at 19 due to the little effect evs have. Because of this, EVs are best spent elsewhere in order to get another stat in def or where ever needed.

A Little Cup Moveset is a moveset for a Little Cup Pokemon! Lol. x)

The Little Cup tier, or the LC tier, is a competitive battling tier that is only available to first-evolution Pokemon like Bulbasaur and Squirtle. However, there are some exclusions to this, one of them includes Gligar. I know that. x3

When battling in the Little Cup battling tier, all Pokemon are at Level 5.
