I have been breeding a Rotom with IVs in HP, defense, special attack, and special defense with a Rotom that has IVs in defense, special attack, special defense, and speed yet for the past four days I've only gotten 4IV Rotoms....am I doing something wrong??

From doing that, you won't get a perfect IV Rotom.

If one of the parents holds the Destiny Knot then 5 IVs between both parents will be passed down.

Rotom: 31/xx/31/31/31/xx
Rotom: xx/xx/31/31/31/31

As you can see, none of the parent's Attack IVs are perfect, hence the offspring is guaranteed to not have a genetically perfect Attack IV.

So, you won't get a perfect IV Rotom, but otherwise you're just unlucky. Just keep trying, you're doing everything right. :)
