If you had HG you should be able to catch one at rt. 45 but since you have SS you can only catch Skarmorys the same rules aply to many others pokemon like growlithe and vulpix.
If you want to get a gligar you should find someone who has one a trade 1 of your pkmns to get a gligar or even a gliscor
