If used after being struck by Fusion Flare not only does the power increase but the animation changes as well. It remains suspended in the air longer where it sends out a pulse of electricity before landing on the target and it grows bigger.

This should answer your question. The opponent has just used Fusion Flare on your Zekrom and now your Fusion Bolt gets the power increase and will look twice as kewl.

Yes it does but only if your opponent uses Fusion Flare immediately before you.

"The base power of Fusion Bolt will double if another Pokémon uses Fusion Flare or Blue Flare immediately before the Pokémon using Fusion Bolt, but only during that use."

The same goes of course for Fusion Bolt.

"The base power of Fusion Flare will double if another Pokémon uses Fusion Bolt or Bolt Strike immediately before the Pokémon using Fusion Flare, but only during that use."

Hope I helped :)

Dude.
Fusion Bolt inflicts damage. The base power of Fusion Bolt will double if another Pokémon uses Fusion Flare or Blue Flare immediately before the Pokémon using Fusion Bolt, but only during that use. Likewise, it will double the power of Fusion Flare if Fusion Bolt is used immediately before the Pokémon using Fusion Flare, during that use. - Bulbapedia
