Could you go into detail?
Do you mean all the legendaries? I'm sorry but I don't understand what you mean by 'set' legendaries.

Mew
Though not deliberately shiny locked, Mew had a fixed set of IVs in Generation II, that did not meet the shiny requirements.

Arceus
Event Pokemon

Spiky-Eared Pichu
Though not legendary, it was an event Pokemon. It should be noted it's the only normal Pokemon that has an unobtainable shiny form.

Reshiram & Zekrom
These are the only in-game legendaries that are confirmed to be shiny locked.

Victini, Keldeo & Meloetta
Event Pokemon

Celebi (unconfirmed)

Xerneas, Yveltal and Zygarde (unconfirmed)
Although a very high chance, the fact still stands that there is currently no hardcore evidence that they are shiny locked (except for the fact that no one on the internet has found a shiny Pokemon). People are doubting Zygarde is shiny locked, however, as Kyurem, the 'third legendary' of Gen V was never shiny locked.

Time to add gen 7 and gen 8, yay. I'll include mythicals and UBs as well.

ORAS- Kyogre, Groudon, Deoxys.

SM- Cosmog, Cosmeom, Magearna, Tapu Lele, Tapu Bulu, Tapu Fini, Solgaleo (shiny available in Moon but not Sun), Lunala (shiny available in Sun but not Moon), Nihilego, Buzzwole, Pheromosa, Xurkitree, Celesteela, Kartana, Guzzlord, Marshadow.

USUM- Solgaleo (available in Ultra Moon but not Ultra Sun), Lunala (available in Ultra Sun but not Ultra Moon).

SWSH- Type: Null (so technically Silvally as well), Zacian, Zamazenta, Eternatus, Kubfu, Urshifu, Zarude.

Where does Bulbapedia say that? You used the same source as I did, which does not lost those Pokemon as Shiny locked.
