In order to see if there is a swarm you will have to check Professor Oak's Pokemon talk show through the Pokegear.

Each day, he will say a specific Pokemon and a specific route or town to find it.

Here is a list of Pokemon you can get:

I got Heart gold too, do you get a ralts when you defeat the Elite four when your told to, or when you want to after you defeat them for the first time?

Try to listen to Professor Oak's Pokemon Talk everyday,and one day he'll say that there is a swarm of Ralts on Route 34 not Route 35,then if you go there you'll find lots of Ralts.and you can always trade for it
