Can switcharoo be used as thief?

im thinking about putting both thief and switcharoo on my malamar so I dont have to keep running to a pokecenter after 25 battles

Yes. Switcheroo can be used in to take an item from a Pokemon if it's holding an item, of course. There's a few other things that prevent it from working, but generally speaking Switcheroo will give the same result as Thief in this instance.

Also, you can use Leppa Berries to replenish PP; they don't cost anything and take about 2 days to grow.
