Do Pokemon of higher lvls ignore accuracy?

Question

my lvl55 scizors air slash seems to miss every other attack if the opposing Pokemon is close to its lvl but anything lvl 45 or lower it seems to always hit.

No accuracy depends on the move itself. You can boost accuracy with moves like hone claws and evasion can be boosted by moves like double team. The opponent can also use moves like flash to reduce yoir accuracy. Air Slash has 95 accuracy so you're just unlucky
