Whats pokegen? Is it related to pokebank?

I saw the word pokegen in a question once but I have no idea what it meant. please tell me if you know. And also, is it related to pokebank?

PokeGen is a Pokemon data editor for Generation 4 and 5 games
(DPPtHGSSBW). It works from a computer and can interact with a game by
using one of these: an Action Replay, a flashcart, or a GTS sending
program. Raw PKM files can be saved and edited in all current formats
(encrypted, decrypted, 136 byte and 236 byte), and new files can be
made from scratch.

PokeGen focuses on making Pokemon editing easy, while still keeping
Pokemon legal in terms of the game itself. Pokemon generated by other
programs are more likely to look "hacked" than a Pokemon generated
from PokeGen.

Basically, it is an unofficial site that creates or "gens" Pokemon, meaning that you can edit nicknames, EVs, IVs, Hidden Power types, shininess, the whole package, and then send them to a Generation 4 or 5 game.

It is not related to Pokebank in any way, as that is an official storage program run by Nintendo, however, many people talk about sending "genned" Pokemon through the bank, because they are widely regarded as the only way to get hacked Pokemon into the game, apart from high-level hacking.

No, it has nothing to do with Pokemon bank.

Pokegen is essentially an illegal hacking device where you make Pokémon on a computer and put it into your game. This means you can create a good Pokemon, and make it better by giving it perfect IVs, an ability that it wouldn't usually have that would make it practically invincible ( e.g. speed boost & blaziken ( even though this was an event, but people who missed it make their own on pokegen ) and wonder guard sablye ) and making them shiny.

Pokegen created Pokemon are generally unsafe to your game and it is not advised to use pokegen at all. But people still do. You can usually recognise a pokegen Pokemon if its stats are impossibly high and it is level 100 and it is shiny.

Overall, pokegen is good if you want to make invincible Pokemon, but it is dangerous and illegal.

I am pretty sure I have got this right, but I might have got pokegen confused with something else.
