Eevee is found by bill. You get him from bill, who lives in Goldenrod City. (you have to meet him at the pokemon center in Ecruteak first. He'll give you an eevee for free.
As for Vulpix, it's exclusive to soul silver, so you'd have to Trade/Migrate to get it.
