Which male pokemons can use attract ?

Just about all pokemon can use attract minus ones like Magikarp, or genderless pokemon. Mew is the only genderless pokemon able to learn attract.

Basically, all Male pokemon can learn Attract. Only Magikarp can't learn Attract.

Any male can except magikarp because it cant learn any tms or hms.
