so I was thinking if I rais the attack of a pokeomn does foul play gets stronger or does foulplay ignores that attack boost

Yes it will increase as it counts the base attack stat of the opposing Pokemon

if you're going to claim something as a source try to at least quote it correctly.  it should read as follows:
