Anyway, the answer is No - Alakazam with 252 Spe and a Modest nature hits 339 Speed
Gengar with 252 Spe and a Timid nature hits 350 Speed.

Alakazam on Smogon (Look at Max, since you only have maxed out EVs)
Gengar on Smogon (Look at Max+ because you also have a speed boosting nature)
