Roaming Wild Latios Questions on Pokemon Emerald?

I have a few questions about the roamung latios in Pokemon Emerald.
First of all , Is the Latios released the precise moment I click "blue " when your mum asks you the "BBZT ... colour" thing ?
And are the natures spawned the moment Latios is released ?
If I run into the Latios a Second time will be exactly the same nature as the first time I saw it ?

Yes, when you pick the color of the eon it will be roaming around for you to catch it.

The stats and nature of Latios and every other roaming Pokemon is fixed after the first time you encounter it, so yes it will have the same nature and stats when you see it the second time.
