I have two 3DS's that I can use but each time I try to transfer Pokemon from Soul Silver to Black it says that it can't be done. Can some one guide me step by step on how to do it? Also how do you get Pokémon from a Gameboy Color (Pokémon Yellow) to a DS system (D/P/Pl/HG/SS)?

If you 2 3DSes, it is possible to transfer from Gen IV to Gen V.

  • Here are the steps in order to transfer from a Gen IV game to a Gen V game:
  1. Place the desired Pokemon you want to transfer in your Gen IV (HeartGold, SoulSilver, Diamond, Pearl, Platinum) game's PC Box.
  2. Visit the Poke Transfer Lab on Route 15 in your Gen V game (Black, White, White 2, Black 2.)
  3. When you're ready, start the Poke Transfer System in your Gen V game.
  4. Once your Gen V game begins searching for a Gen IV game to transfer Pokemon from, take your other 3DS, insert your Gen IV game into the slot, and select "DS Download Play" on the Home Menu.
  5. Select the Download Play for DS rather than 3DS once it's loaded.
  6. Wait until your 2nd DS detects the Gen V game. A Pokemon B/W/W2/B2 icon should pop up. Tap it. From there, you should be able to pick 6 Pokemon from your Gen IV game's PC and transfer those to your Gen V game.
  7. You will then engage then engage in a minigame in which you pull back on a cross bow with the stylus and release it to send a Pokeball flying to where the crosshairs are aimed on the top screen. You'll have a time limit to catch all 6 of your Pokemon, but don't worry, any uncaptured Pokemon will be put back in your Gen IV game's PC, where you can re-transfer them and try again. There is no limit to how many times you can use Poke transfer; you can keep transferring packs of 6 Pokemon until you have transferred your desired Pokemon from any Gen IV game! You are also free to transfer less than 6 Pokemon in one transfer if you want to.

In no way should you need wifi to transfer from Gen IV to V.

As for your second question, it is impossible to transfer Pokemon from Generations I and II to Generation III games and newer generations, since the stat calculations in Generation III got a complete make over to make Pokemon's stats easier to manipulate. You can transfer Pokemon from generations no older than generation III.

thx man u were a lifesaver until i tried it. reached step 6 then it said "the save data could not be accessed. please turn the power off and reinsert the game card."  have done that 5 times now and it says it each f**king time. yhen i do what it says but it pop up again
Does the game you insert correctly show up on your 3DS homescreen?
yes it does. it can find the orther ds, but when it is done connecting it says it again.
First of all, check to see if there's some sort of error code that displays along with it. It should display a nintendo support website along with it. enter that error code in the designated search bar, and it should tell you what the problem is and if it's a small problem, how to fix it.

If no error code pops up, disregard all that, but instead, try replacing one of the 2 DSes, and see if the error still occurs. If the error still occurs, try replacing the other DS. And If that doesn't work, try using a different Gen IV or Gen V cartridge.

This may sound like a lot to have off hand, but maybe you could borrow another DS or cartridge from a friend if you lack any of these extra materials.

Tell me if any of these methods solved the problem.
no code came up. dif. games says the same thing a 3 ds may be hard to get, but i will try, but what if that dont work either?
You don't have to get a 3DS to test it out.
Alternate options include borrowing any system from the DS family (DS/DSi/3DS/2DS) from a friend or, if you're really desperate, buy a regular DS, preferably used, as it is the cheapest,

A 3DS can communicate with anything in the DS family, so any DS/DSi/3DS/2DS should do.

This should work. If this doesn't work, then there might be multiple issues. (e.g.: 2+ cartridges are defective, 2+ DSes are defective, one cartridge and one DS is defective, etc.)
if you don't need wi-fi to do it then why does the gen 5 asks if it is okay to start wi-fi??

When does it say that? If you're talking about the C-Gear, that's a totally different concept, and it has nothing to do with transferring from Gen IV games.
