Question

If you breed a flarion that knows fire blast wih a ditto then, would the eevee know fire blast and could I use a water stone on it? I could just test this on my own but I would be wasting way too much!

well, actually, Eevee can not learn Fire Blast.

Moherren is asking if Eevee can learn Fire Blast as an Egg move, not just if an Eevee can use the TM and know it.  Read more carefully.

Swampert is still correct. Eevee cannot learn Fire Blast, whether through TM or egg move. Therefore there is no way to get Vaporeon to learn Fire Blast.
