If the pokemon is a low level then you may as well start by putting it out first against any high-level pokemon and switching it out for a better one, so it gets EXP points. You can also use the EXP share item if you have it.

Try opponents like gym leaders, the elite four or wild pokemon on the later routes like Victory Road or Mt. Coronet.

i train my gabite at victory road but if you already have the national dex stark mountian would be better
