As in, the Pokemon that replaces the forced out Pokemon via Roar, Whirlwind and Dragon Tail.

I am very sure that it's most likely RNG or something, as it doesn't really seem to follow a pattern.
RNG is the cause of this

Roar:

Now, when in battle against a Trainer, Roar will force a switch with a randomly chosen Pokémon from the Trainer's party.

Whirlwind:

Now, when in battle against a Trainer, Whirlwind will force a switch with a randomly chosen Pokémon from the Trainer's party.

Dragon Tail:

Dragon Tail inflicts damage. Additionally, it will automatically end wild Pokémon battles or, in a Trainer battle, it will switch out the opposing Pokémon to the next Pokémon in line that has not fainted.

Circle Throw:

Circle Throw inflicts damage. Additionally, it will automatically end wild Pokémon battles or, in a Trainer battle, it will switch out the opposing Pokémon to the next Pokémon in line that has not fainted.

tl;dr: Roar and Whirlwind are determined randomly, while Dragon Tail and Circle Throw go to the next Pokemon in the party.
