You mean ''they'' as Game Freak.

In Pokémon terms, three pairs of games are remakes: Pokémon FireRed and LeafGreen, remakes of the Generation I games Pokémon Red and Green during Generation III; Pokémon HeartGold and SoulSilver, remakes of the Generation II games Pokémon Gold and Silver during Generation IV; and Pokémon Omega Ruby and Alpha Sapphire, remakes of the Generation III games Pokémon Ruby and Sapphire that will be released as part of Generation VI in November 2014. The names of remakes are derived from the name of the original with a modifier attached to the front.

Game Freak is making remakes because the games that are beeing remaked are old, for Game Boy and there are not at selling. Also they want to improve all generation to the best, having better graphics and add all features in the last generation such as all gen 6 pokémons, mega-evolutions, hordes etc..
If Game Freak wouldn't make those games, I don't think Pokémon fans would like and making remakes and improve all their games is the best for Game Freak company for they win more money and players.

the games are so old that my red/blue have weird glitches, silver/crystal have dead batteries so the saves are gone, and sapphire/emerald the batteries for the clocks are dead so no time based events.  plus before leafgreen/firered and soulsilver/heartgold you couldn't bring forward any pokemon from gens 1 and 2 that weren't on gen3 or newer

There are many Pokemon fans who love the Hoenn region. Many people have been waiting for a long time for Ruby and Sapphire remakes, and maybe Gamefreak thought it was about time. Plus, I doubt they ran out of ideas. It's too early to start a new generation so soon, just one year after Kalos. Pokemon ORAS also has many new features, and wont be exactly the same to the original Ruby and Sapphire.
Hope I helped :D

only gamefreak knows for sure. most likly it is to:
1. give more time for game freak to come up with new generations.
2. to help keep the attention of older fans.

if you pay attention there is a pattern.
pokemon went from game boy to, game boy advanced--> remake
game boy advanced to, ds--> remake
ds to, 3ds--> remake

game boy color and dsi don't count because they were not new tech but just old tech with some new bells and whistles (always wanted to say that)

Hope I helped.

p.s. 3. the tech update pushes gamefreak to the limit so the remake also is kind of like a breather.
