Do you get Zekrom and Reshiram in Pokemon Black?

No, you don't get both.

Reshiram, the white one, appears in Pokemon Black.
Zekrom, the black one, appears in Pokemon White.

But you will of course be able to trade for them like older games. Maybe in the third game (like Platinum) you will be able to catch both.

There is not a third game, there is Sequels (which have a diferent Character and plot) Reshiram in W2 and Zekrom in B2
