Yes Blaziken is a good Baton Passer but Scolipede is much better. I will post sets for both Blaziken and Scolipede :3

Blaziken @Leftovers
Trait: Speed Boost
Jolly Nature
EVs: 252 Atk, 252 Spe, 4 SpD
-Bulk Up/Swords Dance
-Baton Pass
-Substitute
-Protect

And now for Scolipede:

Scolipede @Focus Sash
Trait: Speed Boost
Jolly Nature
EVs: 252 Atk, 252 Spe, 4 SpD
-Protect
-Swords Dance
-Baton Pass
-Rock Slide

Hope I helped!

why would you dump ANY EVs into blaziken's attack if it doesnt have any damaging moves?

Yes, it can baton pass Speed and Attack to others.

One of the bests. Speed Bost and Swords Dance combo is one of the most used Baton Pass strategies, this can be used too with a Ninjask or a Scolipede.

Remember when you use Baton Pass, priority moves can hit you, so careful.
Mega Blaziken has Speed Boost but loses the chance to hold Focus Sash or other items.

Blaziken can pass all those changes with Baton Pass: Critical-hit chance (Focus Energy) / Attack (Swords Dance) / Defense (Bulk Up) / Accuary (Hone Claws) / Evasion (Double Team) / Substitute / Speed (Agility, Speed Boost) / Sp.Atk (Work Up).

Here is a great moveset for a Baton Passer Blaziken :

Blaziken

Blaziken @ Focus Sash
Jolly Nature
Ability: Speed Boost
EVs: 252 Atk / 252 Speed / 4 HP
- Protect
- Swords Dance (or any other boosting moves that you see above)
- Baton Pass
- Any move

First go with a Protect. Your speed will be increased by x1.5, then use Swords Dance, if the move OHKO you, Focus Sash will activate. Then Protect depending on what Pokémon you challenging (if he have a priority move, your strategy is ruined) and your speed is increased to x2.5 (already increased to x2 when using Swords Dance) and then if all goes great, use Baton Pass to a great sweeper, a Pokémon that has high Attack stat and a several differents moves.

Hope this helps.

  • Swords Dance/ Swords Dance
  • Flare Blitz/ Subsitude
  • High Jump kick/ Baton Pass
  • Knock Off/ Protect
    Item Attached: Life Orb/ leftovers
    Ability: Speed Boost
    EVs and Nature:
    EVs: 252 Spd / 252 Atk / 4 SDef
    Adamant Nature / Jolly Nature

Swords Dance Blaziken is without any doubt the most devastating set up sweeper in the game barring some banned legendaries like Arceus and Mewtwo. This set is simple to use but not so simple to stop. Find something you can threaten like Forretress or Tyranitar. Use Swords Dance as they switch out (or just attack for the KO if you feel they won't switch). After a Swords Dance you have 967 attack counting Life Orb, more than enough to utterly crush even some things that resist your moves. Protect is extremely useful as it guarantees you can rack up a few speed boosts. Flare Blitz and High Jump Kick are usually more than enough to ravage anything they hit neutral, but Knock Off is a viable 4th move to crush through Jellicent, Slowbro, and Latias. Knock Off has 97 base power against any Pokemon with an item which in Competitive Pokemon... is all of them. Life Orb Blaziken actually has a bit more power than Mega Blaziken due to the ability to hold an item, but it does have significantly less bulk. You can run Jolly and 164 Speed EVs to outrun Choice Scarf Keldeo and Terrakion at +2 Speed but for the most part running Adamant is good enough. Just as an example of Blaziken's raw destructive power here are some Swords Dance'd damage calculations. I have given you two movesets. The one on the right is the one you asked for but the one on the left can also be useful. I hope I have helped you in any way.

Yes.

Blaziken

Blaziken @ Leftovers
Ability: Speed Boost
EVs: 4 HP / 252 Atk / 252 Spe
Jolly Nature
- Protect
- Flare Blitz
- Substitute
- Baton Pass

Protect allows Blaziken to gain guaranteed Speed boosts and is absolutely necessary for this set. Substitute used in conjunction with Protect allows you the best option in getting Speed boosts as alternating between them lets Blaziken get boosts without taking much damage. Baton Pass is used to pass on Speed boosts and a Substitute to another member of your party. Flare Blitz provides a reliable and powerful physical Fire-type STAB to deal with opposing Pokémon with Taunt.
