Yes

Lucky Egg can be found as a wild hold item on Chansey. Although you can't encounter Chansey though normal means in X and Y, it does appear in the Friend Safari. If you have a Normal Safari constraining Chansey, you can simply get a Pokémon with the Ability Frisk and the move Thief, and their Lucky Eggs. I recommend having a Pokémon with Compound Eyes at the front of the party, to raise the chance of getting an item.

Yeah, Chansey can have both Lucky Punch and Egg, Lucky Egg is more rare so just keep trying.
