i dont think so i battled someone who had a shiny kyogre and groudon
Could be from another game though.
no  they did the primal reverse so i think its from this game
yeah but still it couldve been from another game.
The orbs are what control primal reversion, therefore, if you get a shiny in a different game, you can give it its respective orb, and it will 'revert to its primal form'.

Yes, Groudon along with Kyogre, Rayquaza and Deoxys are thought to be the only Pokémon Shiny Locked in ORAS.

The rest of the Legendary Pokémon you can apparently get shiny, including Zekrom and Reshiram, which could not be obtained shiny prior to ORAS, unless by hacking.

Some lucky guy get a Shiny Reshiram apparently soft resetting his game 117 times.

If kyogre, groudon, ect. are shiny locked then why do I see people use shiny kyogre and groudon in competitive battles!? Even if they did hack woulden't the game catch that and know it was hacked?
They're Shiny locked in OR/AS, but not in any other games. So the Shiny forms of those Pokemon could be transferred in legally from a different game and used online. A comprehensive list for each game is available here: https://www.serebii.net/games/shiny.shtml
