Grunt talking about 101 skittys is blocking the way to hideout?

I finished the fight in slateport over the submarine and they said to go to their hideout in lilycove and when I got their the wooden stump was blocked by a grunt, I looked up a guide and for him the grunt wasnt there, I finished the event at mt.pyre where you take the red orb and the grunt is still there. How do I move her?

you have to go up the stairs that are next to the Pokemon center and take a right. jump down to the house and take the stairs than go up. the cave is there hide out.
