If I brought Groudon from my SoulSilver, can it evolve or does it have to be the one from Omega Ruby?

Yep.

In order for Groudon/Kyogre to revert to their Primal Formes they need to hold the Red or Blue Orb, respectively. The Orbs are basically Mega Stones, in that a Pokémon merely needs to hold it in order to transform. In order to Mega Evolve Tyranitar or Altaria, they do not need to be from Gen VI. Likewise, Primal Groudon/Kyogre can also be from any Gen. (The same goes for Mega Rayquaza. It only needs to know Dragon Ascent.)

   Also the only requirement for Primal Reversion is that Groudon/Kyogre hold the correct Orbs. They don't have to be from
   ORAS.
2. You can teach any Rayquaza Dragon Ascent from Zinnia's grandmother in Meteor Falls.

 So what? The Pokemon has to be from the previous Gen, according to the question. Rayquaza knowing Dragon Ascent CAN'T be traded back to previous generations. This asks if Kyogre/Groudon from gen 3 or gen 4 when traded can evolve or not, which the answer perfectly clarifies.

Sorry, bud. I had no such intentions. Sincere apologies if you felt that way. Sometimes we see trolls on the internet, this site being no exception. I had no intentions of trifling your honest queries, nor of calling you a troll. Further, the ambiguous nature  of your question confused me a little. In fact, to be very honest, I still don't see the problem with his answer, nor did the person who asked the question. He meant that a Rayquaza from gen 3 (R/S/E) or 4 (HG/SS), once transferred, could learn Dragon Ascent, because it was coded for it to be able to. The possibility of learning aries in gen 6, and not in the previous generations. This feature has made sure that previous versions of the game are not as obsolete as they can be, and that your previous efforts don't go in vain. Also, sentimental value from the old games is preserved.
