Are Rotom, Shuppet, Gengar and Clefable related?

Question

So we know Gengar looks like the shadow of Clefable,but Shuppet also looks like Rotom with a cloth on top. Are they related to each other?

Rotom and Shuppet are both Ghost type, but they aren't related in that one can't evolve into the other or vice versa.

Gengar and Clefable are both Gen 1 Pokemon, but again, their evolutionary families are not related.
