If breed it with a Dragonite that knows both moves will it work?
or is there an another way?

Yes, Totodile and Scraggy both learn those moves by breeding.

So if you have a male Dragonite with them, breeding with a female Scraggy/Scrafty, or breeding Dragonite with a female Totodile/Croconaw/Feraligatr you will get babies that know those moves.
