Does Ho-Oh generate Sacred Ash?

I have HG, I've caught Ho-Oh and every once in a while I go to play HG and my Ho-Oh is holding Sacred Ash.... I check my bag and my already 3 Sacred Ash are still sitting there. Has anyone else had it happen? (Not that it's a problem, like FREE SACRED ASH! YEAH!)

>The Sacred Ash is typically found only once per game, and will often have some relation to Ho-Oh.

Ho-Oh is guaranteed to have the Sacred Ash when you catch it, but it does not generate Sacred Ash like the ability Pickup would for Potions and Revives.
