On balanced hackmons, can my mega sableye use hyper space fury?

I'm 99% positive that only Hoopa Unbound can use Hyperspace Fury. Not even base Hoopa can.

Hyperspace Fury is a true signature move, as nothing else could even replicate it exactly. also, in the in-game move animation, Unbound Hoopa is seen laughing in the background.

It can use the move, but it will have no effect, like Splash. Hyperspace Fury is odd in that if it is used by any Pokemon other than Hoopa Unbound, it will say "(insert Pokemon here) can't use the move!"
