Do you EV train? you should breed that and EV train another one...

For lv.100 I'm sorry to say these are quite terrible and must be drastically improved by giving medicines such as proteins .
And for the moves empoleon is more of asp.attaker so remove Dig and shadow claw and give it something like ice beam and flash cannon .

If it's lvl 100 and in Gen IV,Proteins won't do anything.
