Do the people in Japan write the Pokemon anime, or do the people in the USA do it?

I'm wondering because Japanese people get the episodes waaaaayyyyyy before Americans and Canadians do. I hope the question wasn't too confusing.

Not just the writing though. The entire anime episode is first produced in Japan, and afterwards it is aired in different countries.

It wouldn't have mattered if they did speak English. They don't take ideas from fans, and most large companies like Nintendo don't either.
