Question

Earlier I was having a look at a website and it said it the white forest a number of different pokemon can be caught in 'tall grass'. I have no grass or water (for surfing) so I was just wondering if anyone can explain this to me? And I apologise if this question has already been answered, I'm currently using my mobile so its a little bit harder to see things. Thanks again!

There is grass in the White Forest and Water so you can Surf on. Here is a picture and description of the White Forest:

Unfortunately there's no grass or water, just the pokemon center and a house. It says ill need to extralink a pokemon black user, for the extralink do the two users have to with each other or does it not matter?
