So I just SR'd a 23/15/31/31/31/31 Timid Tornadus and Tornadus-T has always been one of my favorite Pokemon, and I wanted to try some unorthodox sets on it. This is the set I'm currently running:

Tornadus-Therian @ Choice Specs
Ability: Regenerator
Timid Nature
EVs: 4 HP / 252 SpA / 252 Spe (if the HP isn't a Stealth Rock number, please correct me)
-Hurricane
-Focus Blast
-U-turn
-Sludge Wave / Heat Wave

Which move, Sludge Wave or Heat Wave, covers more relevant threats in OU? Please give examples.

Probably heat wave imo, poison doesn't really cover much.  Focus blast can get rid of heatran. Heat wave also=bye bye scizor and ferrothorn.
Fairies. That's all tbh, but LO Clefable needs a check, so keep that in mind.
Haven't seen much clefble these days, scizor and ferrothorn are everywhere tho.
Azumarill tho
^ That's true, but I think one move to cover one mon is a bit too much when I can just run Kyurem-B which bulldozes any water-type with Fusion Bolt anyway.

Heat Wave

OHKOs Ferros and Mega Scizors as well as provides better Accuracy then Focus Blast for Ice and Steel types.
>252 SpA Choice Specs Tornadus-T Heat Wave vs. 252 HP / 168 SpD Ferrothorn: 424-500 (120.4 - 142%) -- guaranteed OHKO
252 SpA Choice Specs Tornadus-T Heat Wave vs. 248 HP / 8 SpD Mega Scizor: 548-648 (159.7 - 188.9%) -- guaranteed OHKO

Sludge Wave also doesn't manage to change the calcs against Clefable (2HKO regardless).

>252 SpA Choice Specs Tornadus-T Sludge Wave vs. 252 HP / 96+ SpD Clefable: 248-292 (62.9 - 74.1%) -- guaranteed 2HKO after Leftovers recovery
252 SpA Choice Specs Tornadus-T Hurricane vs. 252 HP / 96+ SpD Clefable: 214-253 (54.3 - 64.2%) -- guaranteed 2HKO after Leftovers recovery

Hurricane still lands the 2HKO on Clefable.

Sludge wave is best as its accuracy is good

Sludge Wave deals damage and has a 10% chance of poisoning the target.
