Does the Masuda method's effect take place in this situation?

I've got a Gardevoir that's Labeled Japanese (and its OT was Japanese) but its name is in English... first of all, how did this happen, and if I breed it with an American male Gallade, do I get a boosted chance of finding a shiny Ralts?

Yes, the Masuda Method boost will activate since the gardevoir is labeled as Japanese. The cause for the Gardevoir having its name in English was most likely cause by an English game receiving it as a Japanese Pre-Evolution, then later evolving it. When a foreign-named Pokémon is evolved in a different language game, it will gain the name in the respective language.
