What's the chance of getting a Sparkling boss Pokemon in Rumble World?

In this image, Sneasel is sparkling, which means it's a guaranteed catch.

I just got Dialga and Lugia. Both on the same day, both first try, sparkly. Too bad Lugia killed me and I had to waste 2 Diamonds.

Anyway, what's the chance of getting ANY boss sparkling?

The variable that controls whether or not the boss is sparkly is unfortunately random...
