How can I catch Bagon when the fog is still there ?

Bagon can be found in Meteor Falls, in this cave (where TM02 Dragon Claw is):

There's no fog of any sort in Meteor Falls. You'll just need Surf and Waterfall to traverse the cave, as the cave Bagon is located in is pretty far in.

If you play pearl, you can still catch Bagon while there's fog. The only in-battle effect of fog is decreasing the accuracy of moves.
