Sheer Cold V Freeze-Dry?

I dont know what I'm going to teach my lapras its moveset so far is

-Surf
-Thunder
-Rain Dance

Its HG SS

Freeze-dry wasn't introduced until Gen VI.

Sheer Cold is for the most part useless unless you are way overlevelled.

Ice Beam is the best Ice type move for Lapras, as it's 95 base STAB and learns via level up (L32).
