apparently the international red/blue are not just translations of the original japanese red/green.

they used the Pokemon availability from red/green but the game engine, graphics/sound, story, and bug fixes from the japanese blue version to make the international versions so at the same time, I can only guess, they probably figured that red/blue would make a better marketing strategy since people think of fire and water as opposites more than fire and grass.
