Location of Talonflame ORAS?

Is there a talonflame in oras which you can catch or is talonflame just a event-collectable Pokemon

No, you cannot catch Talonflame in it's fully evolved form. Neither has it ever been distributed as an event. So far the only way is to evolve Fletchinder.

Fletchinder can be found in fire or flying type Friend Safaris only. However, Fletchling can be found on numerous early routes. That would be your best bet

No. There are no Fletchlings (or its evos) available in ORAS without trade.
